both of which are at present vacant, should be abolished; that two new posts styled Inspectors of Wireless Telegraphy with a scale of salary similar to that of Inspectors of Works, namely £400: £20: £480 be created, and that Mr. D. V. Waterton and Mr. J. Key, the two senior officers of the Senior Wireless Operators grade, both of whom reach their present maximum of £400 this year, should be promoted to these two new posts.

In addition to Messrs. Waterton and Key there are at present six officers on the scale £300 to £400 by £20 annually. Four of these, Messrs. Garton, Kemp, Brailsford and Gee, are doing engineering work, and the Electrical Engineer suggests that they should be given the title Telegraph Sub-Engineer and be granted each an additional increment in recognition of the additional qualifications which this work demands. The remaining two, Messrs. Rolland and Logan, it is suggested, should remain on their present salaries.

For future appointments the Electrical Engineer is of the opinion that it will be possible to obtain the services of European operators at a salary of £260: £10: £360, and it is therefore proposed to make provision for two such posts in the Estimates for 1927, and when vacancies occur in the higher grades to replace men on the scale £300 to £400 by engaging men on the lower scale proposed.

6. As regards A Lighting, Telephones etc., it is recommended that Mr. G. V. R. Griggs, who is now on the maximum of £360 of the scale of 1st Class Overseers be promoted to the rank and scale of salary of Telegraph Sub- Engineer. The Electrical Engineer reports that Mr. Grigge
